It is a casement, the lock handle lifts up but the window seems to be stuck at the top.

the rent to own program as I took occupancy on July 29, 2009 and took
ownership on December 16, 2009. I am currently having trouble with the
window in the second bedroom, it will not open.  I was wondering if it is
